Climategate: the missing context Gareth Renowden Jul 11

The Muir Russell report into the “climategate” email affair has its good parts (the seven points on page 154 make certain prominent CRU critics and their “free the data” campaign look — how shall I put it — less than competent, more than disingenuous), but it also exemplifies a key failing of all the investigations that have exonerated Phil Jones and his team. It makes no attempt to examine the real context for the theft of the emails and their use as a pre-Copenhagen propaganda tool. All three UK investigations have looked at the accusations being levelled at Phil Jones et al (where al is climate science in general), but have done so within the framing of the issue established in the days following the publication of the stolen mails.

Here’s an egregious example of how that framing operates.

Andy Revkin, writing on his Dot Earth blog:

The press, including me, was excoriated for devoting too much ink (and electrons) to the disclosed files in the first place. Some coverage was indeed far too focused on the sense of conflict, which is not surprising given that — as my screenwriter friends always say — conflict is story.

But what such critics forget is that many of the e-mail messages enabled the allegations that were then propounded by folks like Anthony Watts and amplified by professional anti-climate-policy campaigners like Marc Morano.

In other words, because a few scientists used strong language in emails they fully expected to remain private, they somehow enabled the attacks! Astonishing. What enabled the attacks was the theft of the emails, not what they contained — as the subsequent investigations have shown. Revkin does go on to provide some context, but relegates it to a few links and platitudes. The reality confronting climate scientists was much more brutal, as one submission (pdf) to the Muir Russell investigation (by Ray Bradley, Malcolm Hughes, Michael Mann, Michael Oppenheimer, Ben Santer, Gavin Schmidt, Stephen Schneider, Kevin Trenberth and Tom Wigley) demonstrates:

…if one’s research findings tend to support human-caused climate change – means to live and work in an environment of constant accusations of fraud, calls for investigations (or for criminal prosecutions), demands for access to every draft, every intermediate calculation, and every email exchanged with colleagues, daily hate mail and threats, and attempts to pressure the institutions that employ us and fund our research. Through experience, we have learned that there is no review of climate scientists’ work that isn’t deemed a “whitewash” by climate change contrarians; there is no casual remark that can’t be seized upon, blown out of proportion and distorted; and there is no person whose character can’t be assassinated, no matter how careful and honest their research.

Last week the Guardian looked at some of that hate mail. Leo Hickman quotes Stephen Schneider, one of the signatories to that submission:

Schneider said the FBI had taken an interest earlier this year when his name appeared on a “death list” on a neo-Nazi website alongside other climate scientists with apparent Jewish ancestry. But, to date, no action has been taken.

“The effect on me has been tremendous,” said Schneider. “Some of these people are mentally imbalanced. They are invariably gun-toting rightwingers. What do I do? Learn to shoot a Magnum? Wear a bullet-proof jacket? I have now had extra alarms fitted at my home and my address is unlisted. I get scared that we’re now in a new Weimar republic where people are prepared to listen to what amounts to Hitlerian lies about climate scientists.”

Did Schneider enable those attacks, simply by being a working climate scientist? Try applying that logic in a different context. Do women enable rapists just by being women? That idea is offensive in the extreme, as is the failure of the media in general to report this context to “climategate”. Even worse is the complacency of the people who promote the framing. Here’s McIntyre fanboy Andrew “Bishop Hill” Montford, author of The Hockey Stick Illusion, drawing attention to the Schneider (et al) submission:

They need Sir Muir to protect them from harassment, they need Sir Muir to defend the “consensus” and they want Sir Muir to write off some of the evidence completely as not being in good faith. Oh yes, and does Sir Muir know they were harassed?

Give me strength.

If Montford were receiving emails that suggested he gargle with razor blades, he might need that strength. Instead he implies the scientists are crying wolf. Forgive me for being unimpressed. And I’m putting that mildly…

The Muir Russell report explores none of this context, beyond a few anodyne statements about debate becoming “highly polarised”:

As a result, the work conducted by CRU became the focus of intense scrutiny and challenge with multiple demands from both fellow scientists and laymen for background information and data. (Introduction, 2.1.5, p19)

That’s more than bending over backwards to avoid judgement, it amounts to a travesty of reality. The people who ran the climategate campaign — the US think tanks, right-wing talking heads and the sceptic echo chamber on the internet — were not trying to further any scientific debate, they were intent on flinging as much mud as possible, to make the loudest possible noise before Copenhagen. They revelled in their success. Morgan Goodwin at DeSmogBlog provides what even one of the key climategate propagators, Steven Mosher, considers an accurate timeline of events, well worth reading in full. But there’s one key coincidence to consider.

The hackers obtained access to a server that hosted a backup copy of the CRU’s entire email database. When Muir Russell’s computer forensic specialist attempted to check the files (under strict police rules), he found that there was 7.95 GB of data and that it would take too long to do the sort of analysis originally envisaged — specifically, to examine the totality of the unit’s email correspondence to see if there were any other examples of “bad behaviour” to be uncovered. Here’s what Professor Peter Sommer had to say (pdf):

I strongly suspect that any high level analysis I can conduct within a reasonable time would produce an unmanageable quantity of material. Any further analysis would have to be conducted by those familiar with the material and they would have to learn how to use the analysis programme. There is the further practical problem, familiar to me from various legal instructions, that email traffic is often highly informal and allusive, with the consequence that any investigator has to relate large numbers of emails to other types of evidence of particular events.

The hackers however were familiar enough with the material to be able to trawl through the whole database (apparently on a computer with its clock set to east coast US time) and extract a sequence of mails (0.3% of the total) that fitted well with the narrative long established at Steve McIntyre’s Climate Audit blog. Declines being hidden, tree rings counted upside down, tricks being deployed. And when the mails were released, the hackers made sure that they were seen first by the people best able to appreciate them — all of them, especially Mosher, intimately familiar with the species of nits being picked at McIntyre’s blog. As Goodwin’s article establishes, the main attack lines were established within days of that first release, and then played for all they were worth by the loudest voices in the inactivist choir — Morano, Beck, Watts and the rest.

In all this — and in the Muir Russell report’s generous interpretation of those harassing the CRU for information — McIntyre is often portrayed as a “citizen scientist” auditing the contentious work of climate scientists. But McIntyre is far from being an objective and disinterested seeker after truth. Canadian blogger Deep Climate has shown just how far back McIntyre’s links to the PR campaign to derail action on climate change go, and just how deeply involved he has been with the key players in Canada and the US. It’s fair to say that McIntyre’s obsession with hockey sticks enabled the attack on Phil Jones and the CRU, and that people intimately familiar with the arguments he’s been making were clearly involved at every step.

The rest of the development of the campaign to derail action in Copenhagen and the USA is familiar enough territory — the finding of a few errors in IPCC reports, most blown up out of all proportion by the world’s media following the maxim Andy Revkin outlined: the story is the conflict, not the facts. With the jury now very much in on climategate, Amazongate and all the others, will there be a wave of retractions and apologies in newspapers and on TV, or — preferably — some in-depth reporting of the background to the affair? Last week, Media Matters for America and 12 “clean energy and progressive organizations” wrote to the editorial boards of top US newspapers:

Every newspaper, magazine, and television show that reported on these bogus scandals owes it to its audience to set the record straight with the same forcefulness and frequency that it reported the original, disproven charges. Failure to publicly correct the record undermines the very heart of journalism — to report the truth.

That’s all very true, and perhaps some newspapers and journalists will respond in an appropriate manner, but what’s really needed is some genuine investigative journalism, a commitment by a major media organisation with the resources required to dig up the real climategate story and tell it to the world.

Someone hacked the CRU server. Someone selected the emails for release. Somebody probably paid for that expertise, and the public needs to know who they were. Who has decided that their personal or business interests override the rest of the world’s? We know who delivered the noise-making that followed — the usual Scaife and Koch-funded suspects — and they too deserve their day in the harsh light of public opprobrium. After all, if they want to sling mud, they should be prepared for some of it to bounce back. Who will enable that, I wonder?

Phil Jones and the University of East Anglia’s Climatic Research Unit have been exonerated (again). The final instalment in the trilogy of reports into the stolen emails affair, the Independent Climate Change Email Review chaired by Sir Muir Russell (pdf), finds that “their rigour and honesty as scientists are not in doubt” and could find no “evidence of behaviour that might undermine the conclusions of the IPCC assessments“. The report does suggest that “there has been a consistent pattern of failing to display the proper degree of openness, both on the part of the CRU scientists and on the part of the UEA“, which is pretty much in line with earlier findings.

As usual, the Guardian is providing exemplary coverage, and their live blog of the day includes reactions from some of the key players. Here’s Phil Jones, who has just been given his job back:

I am, of course, extremely relieved that this review has now been completed. We have maintained all along that our science is honest and sound and this has been vindicated now by three different independent external bodies.

Mike Mann:

It is my hope that we can now put this bogus, manufactured scandal behind us, and move on to a more constructive conversation about climate change. It seems particularly ironic that climate change deniers continue to harp over their now discredited claims regarding decade-old emails while we’re experiencing almost daily reminders of the reality of global warming and climate change.

Slim chance of that, it would seem. Mark Morano’s Climate Depot has dubbed it the “Shameful Sham Climategate report”, Steve McIntyre is flooding his blog with attempts to paint the report as fatally flawed, and Benny Peiser, director of Lord Lawson’s secretly-funded Global Warming Policy Foundation is promising to set up an enquiry into the enquiries. No prizes for guessing the conclusion of that Climategate blackwash…

Oxford physicist Myles Allen’s comment is worth highlighting:

What everyone has lost sight of is the spectacular failure of mainstream journalism to keep the whole affair in perspective. Again and again, stories are sexed up with arch hints that these “revelations” might somehow impact on the evidence for human impact on climate. Yet the only error in the actual data used for climate change detection to have emerged from this whole affair amounted to a few hundredths of a degree in the estimated global temperature of a couple of years in the late 1870s.

Amen to that. Plenty more to read at the Guardian page and much more reaction to come, no doubt, but it’s worth noting George Monbiot apologising for calling for Jones’ resignation, and RealClimate welcoming the report’s findings.

1.3 Findings

13. Climate science is a matter of such global importance, that the highest standards of honesty, rigour and openness are needed in its conduct. On the specific allegations made against the behaviour of CRU scientists, we find that their rigour and honesty as scientists are not in doubt.

14. In addition, we do not find that their behaviour has prejudiced the balance of advice given to policy makers. In particular, we did not find any evidence of behaviour that might undermine the conclusions of the IPCC assessments.

15. But we do find that there has been a consistent pattern of failing to display the proper degree of openness, both on the part of the CRU scientists and on the part of the UEA, who failed to recognise not only the significance of statutory requirements but also the risk to the reputation of the University and, indeed, to the credibility of UK climate science.

1.3.1 Land Station Temperatures

16. On the allegation of withholding temperature data, we find that CRU was not in a position to withhold access to such data or tamper with it. We demonstrated that any independent researcher can download station data directly from primary sources and undertake their own temperature trend analysis.

17. On the allegation of biased station selection and analysis, we find no evidence of bias. Our work indicates that analysis of global land temperature trends is robust to a range of station selections and to the use of adjusted or unadjusted data. The level of agreement between independent analyses is such that it is highly unlikely that CRU could have acted improperly to reach a predetermined outcome. Such action would have required collusion with multiple scientists in various independent organisations which we consider highly improbable.

18. On the allegation of withholding station identifiers we find that CRU should have made available an unambiguous list of the stations used in each of the versions of the Climatic Research Unit Land Temperature Record (CRUTEM) at the time of publication. We find that CRU‟s responses to reasonable requests for information were unhelpful and defensive.

19. The overall implication of the allegations was to cast doubt on the extent to which CRU‟s work in this area could be trusted and should be relied upon and we find no evidence to support that implication.

1.3.2 Temperature Reconstructions from Tree Ring Analysis

20. The central implication of the allegations here is that in carrying out their work, both in the choices they made of data and the way in which it was handled, CRU scientists intended to bias the scientific conclusions towards a specific result and to set aside inconvenient evidence. More specifically, it was implied in the allegations that this should reduce the confidence ascribed to the conclusions in Chapter 6 of the IPCC 4th Report, Working Group 1 (WG1).

21. We do not find that the way that data derived from tree rings is described and presented in IPCC AR4 and shown in its Figure 6.10 is misleading. In particular, on the question of the composition of temperature reconstructions, we found no evidence of exclusion of other published temperature reconstructions that would show a very different picture. The general discussion of sources of uncertainty in the text is extensive, including reference to divergence. In this respect it represented a significant advance on the IPCC Third Assessment Report (TAR).

22. On the allegation that the phenomenon of “divergence” may not have been properly taken into account when expressing the uncertainty associated with reconstructions, we are satisfied that it is not hidden and that the subject is openly and extensively discussed in the literature, including CRU papers.

23. On the allegation that the references in a specific e-mail to a „trick‟ and to „hide the decline‟ in respect of a 1999 WMO report figure show evidence of intent to paint a misleading picture, we find that, given its subsequent iconic significance (not least the use of a similar figure in the IPCC Third Assessment Report), the figure supplied for the WMO Report was misleading. We do not find that it is misleading to curtail reconstructions at some point per se, or to splice data, but we believe that both of these procedures should have been made plain – ideally in the figure but certainly clearly described in either the caption or the text.

24. On the allegations in relation to withholding data, in particular concerning the small sample size of the tree ring data from the Yamal peninsula, CRU did not withhold the underlying raw data (having correctly directed the single request to the owners). But it is evidently true that access to the raw data was not simple until it was archived in 2009 and that this delay can rightly be criticized on general principles. In the interests of transparency, we believe that CRU should have ensured that the data they did not own, but on which their publications relied, was archived in a more timely way.

1.3.3 Peer Review and Editorial Policy

25. On the allegations that there was subversion of the peer review or editorial process we find no evidence to substantiate this in the three instances examined in detail. On the basis of the independent work we commissioned (see Appendix 5) on the nature of peer review, we conclude that it is not uncommon for strongly opposed and robustly expressed positions to be taken up in heavily contested areas of science. We take the view that such behaviour does not in general threaten the integrity of peer review or publication.

1.3.4 Misuse of IPCC Process

26. On the allegations that in two specific cases there had been a misuse by CRU scientists of the IPCC process, in presenting AR4 to the public and policy makers, we find that the allegations cannot be upheld. In addition to taking evidence from them and checking the relevant records of the IPCC process, we have consulted the relevant IPCC review Editors. Both the CRU scientists were part of large groups of scientists taking joint responsibility for the relevant IPCC Working Group texts, and were not in a position to determine individually the final wording and content.

1.3.5 Compliance with the Freedom of Information Act (FoIA) and the Environmental Information Regulations (EIR)

27. On the allegation that CRU does not appear to have acted in a way consistent with the spirit and intent of the FoIA or EIR, we find that there was unhelpfulness in responding to requests and evidence that e-mails might have been deleted in order to make them unavailable should a subsequent request be made for them. University senior management should have accepted more responsibility for implementing the required processes for FoIA and EIR compliance.

1.3.6 Other Findings on Governance

28. Given the significance of the work of CRU, UEA management failed to recognise in their risk management the potential for damage to the University‟s reputation fuelled by the controversy over data access.

1.4 Recommendations

29. Our main recommendations for UEA are as follows:
Risk management processes should be directed to ensuring top management engagement in areas which have the potential to impact the reputation of the university. Compliance with FoIA/EIR is the responsibility of UEA faculty leadership and ultimately the Vice-Chancellor. Where there is an organisation and documented system in place to handle information requests, this needs to be owned, supported and reinforced by University leadership.

CRU should make available sufficient information, concurrent with any publications, to enable others to replicate their results.

1.5 Broader Issues

30. Our work in conducting the Review has led us to identify a number of issues relevant not only to the climate science debate but also possibly more widely, on which we wish to comment briefly.

31. The nature of scientific challenge. We note that much of the challenge to CRU‘s work has not always followed the conventional scientific method of checking and seeking to falsify conclusions or offering alternative hypotheses for peer review and publication. We believe this is necessary if science is to move on, and we hope that all those involved on all sides of the climate science debate will adopt this approach.

32. Handling Uncertainty – where policy meets science. Climate science is an area that exemplifies the importance of ensuring that policy makers –
particularly Governments and their advisers, Non-Governmental Organisations and other lobbyists – understand the limits on what scientists can say and with what degree of confidence. Statistical and other techniques for explaining uncertainty have developed greatly in recent years, and it is essential that they are properly deployed. But equally important is the need for alternative viewpoints to be recognized in policy presentations, with a robust assessment of their validity, and for the challenges to be rooted in science rather than rhetoric.

33. Peer review – what it can/cannot deliver. We believe that peer review is an essential part of the process of judging scientific work, but it should not be over- rated as a guarantee of the validity of individual pieces of research, and the significance of challenge to individual publication decisions should be not exaggerated.

34. Openness and FoIA. We support the spirit of openness enshrined in the FoIA and the EIR. It is unfortunate that this was not embraced by UEA, and we make recommendations about that. A well thought through publication scheme would remove much potential for disruption by the submission of multiple requests for information. But at the level of public policy there is need for further thinking about the competing arguments for the timing of full disclosure of research data and associated computer codes etc, as against considerations of confidentiality during the conduct of research. There is much scope for unintended consequences that could hamper research: US experience is instructive. We recommend that the ICO should initiate a debate on these wider issues.

35. Handling the blogosphere and non traditional scientific dialogue. One of the most obvious features of the climate change debate is the influence of the blogosphere. This provides an opportunity for unmoderated comment to stand alongside peer reviewed publications; for presentations or lectures at learned conferences to be challenged without inhibition; and for highly personalized critiques of individuals and their work to be promulgated without hindrance. This is a fact of life, and it would be foolish to challenge its existence. The Review team would simply urge all scientists to learn to communicate their work in ways that the public can access and understand. That said, a key issue is how scientists should be supported to explain their position, and how a public space can be created where these debates can be conducted on appropriate terms, where what is and is not uncertain can be recognised.

36. Openness and Reputation. An important feature of the blogosphere is the extent to which it demands openness and access to data. A failure to recognise this and to act appropriately, can lead to immense reputational damage by feeding allegations of cover up. Being part of a like minded group may provide no defence. Like it or not, this indicates a transformation in the way science has to be conducted in this century.

37. Role of Research Sponsors. One of the issues facing the Review was the release of data. At various points in the report we have commented on the formal requirements for this. We consider that it would make for clarity for researchers if funders were to be completely clear upfront in their requirements for the release of data (as well as its archiving, curation etc).

38. The IPCC. We welcome the IPCC‘s decision to review its processes, and can only stress the importance of capturing the range of viewpoints and reflecting appropriately the statistical uncertainties surrounding the data it assesses. Our conclusions do not make a judgement on the work of IPCC, though we acknowledge the importance of its advice to policy makers.

There’s much to work through in the detail of the report, but I think the points of real interest, well worthy of further consideration, are the “broader issues” the report raises. As far as Climategate itself is concerned, the only real point of interest left is discovering who was behind the theft of the emails, and that investigation seems to be grinding along very slowly indeed.

Lazy blogging. Just links to a few things I think you might find interesting to read (and a performance to enjoy) while I get some work done. First up: Swiss Re, the giant reinsurance company, has published a handy new report called Climate sceptic arguments and their scientific background (pdf), written by Swiss scientist Urs Neu for ProClim. It deals with common sceptic arguments under three headings — global warming, forcing factors and carbon dioxide. Everything’s referenced back to the literature, the graphics are good, and if you thought my recent thoughts on rainfall extremes were mere speculation, you might find section A6 interesting.. ;-) (Hat tip to Mr Rabett).

Last week’s New Scientist had an excellent feature on CO2‘s role in the world’s climate history by Anil Ananthaswamy. This is the last paragraph:

So while many of the details have yet to be settled, the big picture emerging from studies of past climate couldn’t be clearer. Carbon dioxide is the most important of the many factors affecting the planet’s climate. And if we double the level of CO2 in the atmosphere, we can expect the temperature to rise around 3 °C in the short term and keep climbing over the following centuries.

The web version lacks the nice graphics you get in the magazine, but is still well worth reading. Also in that issue of New Scientist, Chris Mooney reviews Fred Pearce’s book on “climategate” and finds he fell for the sceptic framing.

Climategate is certainly a story for our science-politicising times. But so is our failure to zoom out – way, way out – and understand it.

Here’s a nice quote from a piece by Andrew Simms in the Guardian, 77 months and counting:

The thinker Zygmunt Bauman makes the point that the “the good society is the society that is convinced it is not good enough.” He calls gardeners, “obsessive compulsive utopians,” always trying to improve the world around them in a job that is never complete.

That explains where I’m likely to spend a lot of time over the next month, obsessively pruning vines and hunting truffles. Simms is making the “quality not quantity” argument rather well, I think.

In other news: Meridian’s plans for a wind farm up the road from me (between Greta Valley and Motunau) are attracting local opposition, Jim Hopkins in the Herald demonstrates his rare facility for looking foolish, Cryosat-2, the new European satellite that promises to provide important information about sea ice and ice sheets is performing really well, and the Arctic sea ice carries on melting. We know that the vast majority of climate scientists support the explanation of anthropogenic climate change set out by the Intergovernmental Panel of Climate Change. That majority is now quantified in the first study of its kind published yesterday in the Proceedings of the National Academy of Sciences, Expert credibility in climate change.

“Here, we use an extensive dataset of 1,372 climate researchers and their publication and citation data to show that (i) 97–98% of the climate researchers most actively publishing in the field support the tenets of anthropogenic climate change (ACC) outlined by the Intergovernmental Panel on Climate Change, and (ii) the relative climate expertise and scientific prominence of the researchers unconvinced of anthropogenic climate change are substantially below that of the convinced researchers.”

The study explains the criteria by which these conclusions were reached, paying particular attention to the question of expertise, where weight was given to the number of climate publications of researchers and to their citation levels.

“We show that the expertise and prominence, two integral components of overall expert credibility, of climate researchers convinced by the evidence of ACC vastly overshadows that of the climate change skeptics and contrarians. This divide is even starker when considering the top researchers in each group.”

The team of four has obviously put a good deal of time into the study which was contributed for publication by Stephen Schneider (pictured). Why bother, one might ask.  Surely it’s all too apparent. It may be to readers of Hot Topic but the study notes that considerable and even growing public doubt remains about the anthropogenic cause and the level of scientific agreement about the role of anthropogenic greenhouse gases in climate change. The vocal minority of researchers and other critics who contest the conclusions of the mainstream scientific assessment has received large amounts of media attention and wields significant influence in the societal debate about climate change impacts and policy.

An analysis such as the study offers has not been conducted before, and the writers observe that it can help inform future ACC discussions. Translated into common parlance I guess that means they hope this will put paid to the idea still abroad, in at least the American media, that denial of anthropogenic climate change retains a respectable level of scientific credibility.

That may be optimistic. Journalism in general still has difficulty getting its head around the reality of mainstream climate science. The idea that there is a realistic alternative shows remarkable persistence. When I was writing occasional columns for my local paper, the Waikato Times, I discovered that my attempts to explain aspects of the current science eventually came up against an anxiety that the paper was not presenting a balanced picture. There was finally talk of pairing my column with another which would meet the paper’s obligation to offer its readers more than one opinion. I protested that I was representing mainstream science and asked why the paper should feel that needed to be balanced. I made that my last contribution and escaped the indignity of a balancing viewpoint. It seemed fairly clear that the East Anglia emails and the baseless attacks on the IPCC report by the likes of Jonathan Leake were enough to unsettle the journalists with whom I was dealing and bring back to life concerns which I thought had long been laid to rest.

One nevertheless hopes that  surveys and appraisals such as this one in a highly regarded journal will make a difference to media perception and help establish in the public mind the seriousness of the scientific understanding and predictions. It seems inconceivable that we should continue much longer refusing to face the reality.  But I’ve been thinking that for four years now.

Calls for a radical re-framing of policies to deal with climate change are intuitively attractive — after all, current national and international policies don’t seem to be doing much to curb rising emissions. The latest effort comes from a group of developed world academics brought together by London School of Economics professor Gwyn Prins, and takes the form of The Hartwell Paper [PDF] — a document based on discussions held in February at the English country house of the same name. It suggests ditching Kyoto and all its structures, and instead tackling climate change with policies that approach the problem more obliquely. The authors claim:

…it is not possible to have a ‘climate policy’ that has emissions reductions as the all encompassing goal. However, there are many other reasons why the decarbonisation of the global economy is highly desirable. Therefore, the Paper advocates a radical reframing – an inverting – of approach: accepting that decarbonisation will only be achieved successfully as a benefit contingent upon other goals which are politically attractive and relentlessly pragmatic.

Sounds reasonable enough at first reading, but my suspicions were roused when I read beyond the executive summary.

Prins et al derive the need for their new approach from what they describe as two watersheds that were crossed in late 2009: the failure of COP15 in Copenhagen to deliver on its promise of a global deal to follow Kyoto, and what they call “an accelerated erosion of public trust [in climate science] following the posting [...] of more than a 1,000 emails from the University of East Anglia Climatic Research Unit” last November. Copenhagen clearly did not live up to expectations, and the UN-mediated policy process may well have lost impetus, but the authors go on to assert that the CRU email theft, and the subsequent press furore and investigations means that “the legitimacy of the institutions of climate policy and science are no longer assured”. That, it seems to me, is a very long bow to draw. To see the Hartwell take on the emails applauded by Steve McIntyre and that they approvingly reference Andrew (Bishop Hill) Montford’s book The Hockey Stick Illusion suggests to me that the authors are coming at the issue with their own set of preconceptions — a framing they want to impose on the issue. A look at the author list (Roger Pielke Jr, Nordhaus and Shellenburger from the US think tank The Breakthrough Institute, amongst others) hardly dispels that notion…

When they consider the underlying science, they are at pains to misrepresent what’s going on:

Climate change was brought to the attention of policy-makers by scientists. From the outset, these scientists also brought their preferred solutions to the table in US Congressional hearings and other policy forums, all bundled. The proposition that ‘science’ somehow dictated particular policy responses, encouraged – indeed instructed – those who found those particular strategies unattractive to argue about the science. So, a distinctive characteristic of the climate change debate has been of scientists claiming with the authority of their position that their results dictated particular policies; of policy makers claiming that their preferred choices were dictated by science, and both acting as if ‘science’ and ‘policy’ were simply and rigidly linked as if it were a matter of escaping from the path of an oncoming tornado.

If “the science” has been unhelpful, then this misrepresentation of the message is even more so. The basic message from “the science” is clear enough. There’s too much carbon in the atmosphere, and adding more is going to make life very uncomfortable — all life, not just human beings — in the not too far distant future. Did scientists really bundle this message with “particular policy responses”? Only if reducing carbon emissions can be considered a policy response — but that’s the very response Prins et al seems to want to dance around. Decarbonisation they can countenance, but not now, not quantified. They want to ignore the quantification of the size of the problem we face because it might be inconvenient:

We share the common view that it would be prudent to accelerate the historical trend of reducing the carbon intensity of our economies, which has been a by-product of innovation since the late eighteenth century. However, we do not recommend doing so by processes that injure economic growth, which we think – and the history of climate policy demonstrates – is politically impossible with informed democratic consent.

What if political impossibility is confronting the harsh impact of physical reality? The Hartwell Paper assumes that we have the luxury of time, that we can step away from the progress made over the last 20 years , and somehow recast international policy according to a wishlist of interventions that might (if we’re lucky) set us on the right path. They imply that we need not face reality now, that we should take the Capability Brown approach to a country house, up a winding path that yields carefully framed glimpses of our goal, rather than march straight towards a target defined by our understanding of physical reality.

There is some good analysis of The Hartwell Paper at the Economist (with nice Eno reference), and by Richard Black at the BBC. Both writers suggest that whatever the merit of the Paper’s recommendations, the authors cannot ignore where we are now. We may not want to start from where we are, but we have no choice. In a wider perspective, the Paper is arguing for a bottom up approach to carbon reductions, looking for the low hanging fruit — efficiencies, black carbon reduction — while the Kyoto approach is top-down, starting (with luck) from an informed appreciation of what we would do well to avoid. It seems obvious to me that we need both approaches, at a national as well as international level. Setting a 40% target for emissions reduction by 2020 is just as valid as mandating the use of low energy lightbulbs, or encouraging the adoption of electric vehicles.

Prins, Pielke Jr et al prefer to ignore what we really know about the climate system and the one-way nature of the changes we’re imposing on it (who can put a species back after it’s gone, or reconstruct a coal seam?), adopting instead a high-minded but ultimately wishy-washy stew of policies that look a lot more like sticking plasters than a remedy. And, being a cynic, I can’t resist asking the cui bono question… who might benefit most from the policy mix they propose? I leave the answer as an exercise for the reader.

It was a happy experience to open the Waikato Times last week and see across from the editorial page the profile of scientist Jim Salinger under the headline Salinger doesn’t feel critics’ heat.  The article was based on an interview with Salinger, who was visiting Hamilton to speak to Forest and Bird’s AGM about research on climate change since the 2007 IPCC report.

It opened with the recognition that in recent months Salinger has had to stave off repeated criticism of his work by the likes of Rodney Hide and the Climate Science Coalition.  Even his decades-old PhD thesis has come under fire.

Salinger explains that when he did his thesis he simply wanted to work out what was happening with New Zealand climate.

“In those days we weren’t considering the greenhouse effect, and I thought ‘this is an interesting topic, see if New Zealand’s climate has changed’.”


He discovered the climate was warming slowly, and he’s confident that if Niwa rechecks his work using modern techniques they’ll come up with the same conclusions.

About the attacks, he chuckles slightly and says:

“Science is about facts, not beliefs. I like to look at the facts and see what they say – if people want to attack me as a person, that has nothing to do with my science. It doesn’t worry me.

“…This whole group are trying to accuse me, and my overseas scientific colleagues, of fraud.

“Well, there is going to have to be a hell of a lot of people involved in this “fraud’…They’re trying to say the International Panel on Climate Change is a fraudulent activity, and in fact it’s a very thorough process.”

The theft of the UEA emails he sees as a deliberate attempt to discredit the scientists and the science. After outlining the basics of the evidence of warming, and along the way defending the peer-review system, he summarises that his concern is whether the planet will be fit for survival by humans as a species.

I reflected when reading the article that it is sad that the mainstream science Salinger represents should have to be presented to Waikato Times readers as a response to the ignorant and despicable attacks mounted on New Zealand climate scientists by the ACT party and the Climate Science Coalition.  The interviewing journalist Jeff Neems did a good job of ensuring that the science showed through clearly, but as a society we are apparently not yet ready to regard it as news enough in itself that leading scientists are greatly alarmed at what they are discovering about the effect of greenhouse gases on the climate. Had the Times not recently reported the attacks of Hide and company I imagine it is likely that Salinger would have slipped in and out of Hamilton virtually unnoticed except by those attending the Forest and Bird AGM.

I don’t mean to attack the Waikato Times particularly.  It has a better record in these matters than many New Zealand papers. But the press as a whole should have been doing much more than it has in focusing public attention on the seriousness of the issue. The science Jim Salinger represents shouldn’t have to depend on the campaigning of Greenpeace to get media attention. He and others who work in the climate science field should be reported regularly and seriously. His wondering whether the planet will remain fit for human survival is not idle. It’s a serious science-based concern and the public should know that many leading scientists have such a level of concern. Hide and his companions strike at the foundations of intellectual regard on which the functioning of society depends. Our newspapers should be strengthening those foundations.

Phil Jones and the Climatic Research Unit at the University of East Anglia have been cleared of any scientific malpractice by the investigation chaired by Lord Ron Oxburgh, a former chairman of Shell. From the Guardian news report:

At a press conference earlier today Lord Oxburgh said, “Whatever was said in the emails, the basic science seems to have been done fairly and properly,” although his panel did criticise the scientists for not using the best statistical techniques at times.

The report concluded: “We saw no evidence of any deliberate scientific malpractice in any of the work of the Climatic Research Unit and had it been there we believe that it is likely that we would have detected it. Rather we found a small group of dedicated if slightly disorganised researchers who were ill-prepared for being the focus of public attention. As with many small research groups their internal procedures were rather informal.”

The estimable Bomber Bradbury has been wondering why all the climate cranks have gone quiet since the exoneration of Phil Jones and the CRU by a British parliamentary enquiry — and, surprise, has since received something of a challenge from Cameron Slater at his Whale Oil blog. In normal circumstances I wouldn’t go anywhere near Slater’s site, but I did notice that a little while ago he was moved to post this

Distasteful, I think you’ll agree. Perhaps he has shares in a tattoing business? In any event, he’s earned a riposte. Let’s look at his “challenge” and see if it stands up to scrutiny.

Slater relies on four bits of “evidence” to rebut Bomber’s post: two items from prime climate crank site WattsUpWithThat, and two from Aussie junk scientist Joanne Nova.

The first post from µWatts is a comment from Fred Singer on the House of Commons report. Sadly for Slater, Fred Singer is not a credible witness. He has a 30 year history of working for PR campaigns: for the tobacco business against restrictions on smoking, for industry against action to reduce CFC emissions, and for the last 20 years he has been singing the same old song on climate change. Here’s just one line Slater quotes from Singer:

It refers to the e-mails as “stolen”

Well, perhaps that’s because the emails were stolen. The server in question at the University of East Anglia was hacked into at least three times, and the entire email database was downloaded. The released emails were only a selection of what was taken. This was no “leak” by a whistleblower. Even if there was someone inside CRU involved, perhaps passing on passwords or other information, the act of copying the emails was illegal in British law, and would be illegal in most jurisdictions. It was a theft, pure and simple. Singer wants to perpetuate the assiduously created myth of a whistleblower, and help to get the whitewash meme established. Given his track record, he would, wouldn’t he…

Slater’s second item from µWatts is an email selected from the CRU heist, designed to suggest that CRU was taking money from Shell. “Climate Scientists shills for big oil?” is Slater’s question. A shill is someone paid to endorse a product favourably, while pretending to be impartial. That’s a far better description of Fred Singer than Mick Kelly or Mike Hulme. Slater’s intention seems to be to establish some sort of equivalence between oil money funding the denial campaign, and oil money funding university research. The truth is, of course, that Shell considering funding a studentship at the CRU or UEA is somewhat different in intent to Exxon funding a PR campaign against action on carbon emissions. Shell, in common with Exxon and most big oil companies, funds university research in relevant fields. It’s a way of generating good PR and hedging bets against an energy future where carbon has a cost. It’s worth noting that oil companies have been known to fund modelling of past climates because it can give them information about where the conditions for oil formation may have occurred.

Slater’s final two bits of “evidence” centre around Aussie sceptic Joanne Nova’s remarkable arithmetical skills. Last year she added up every number she could find that might be in any way related to climate research in the USA, and come up with a figure of $79 billion over the last 21 years. This is so much more than the funding from Exxon for climate denial, that it proves the sceptics are the poor down-trodden minority, she claims. Nova’s $79 billion is nonsense, of course, and in a recent opinion piece she contributed to ABC’s The Drum Unleashed, you can detect a little guilt:

The US government spent $79 billion on climate research and technology since 1989 – to be sure, this funding paid for things like satellites and studies, but it’s 3,500 times as much as anything offered to sceptics. [my emphasis]

Nova goes on to complain:

Ultimately the big problem is that there are no grants for scientists to demonstrate that carbon has little effect. There are no Institutes of Natural Climate Change, but plenty that are devoted to UnNatural Forces.

Science is funded to find out how things work, not how we’d like things to work. It’s an immensely competitive field. If there were real chinks in the evidence, they would be attracting huge attention from scientists. But there’s no sign of the Heartland Institute, CEI, the Koch brothers, or the Scaife foundations funding real research. No, they’re happy to let the likes of Monckton and Nova sing the songs of denial, feeding the echo chamber they’ve created (and of which Whale Oil seems so proud to be part). Doubt is their product, and they’ve been very good at selling it.

As the next couple of CRU/email reports arrive, I expect the denial machine to carry on with its whitewash allegations. But it will still only be noise. The laws of physics didn’t change because someone stole a few emails, and it will be those laws and human cupidity that will get us further into trouble. One day, global warming will be undeniable, and I wonder who history will then judge to have been the “twat“?

The House of Commons Science and Technology Committee report into the disclosure of climate data by the Climatic Research Unit at the University of East Anglia has just been released [PDF, via DeSmogBlog], and it clears Phil Jones and the CRU on all charges. From the press release:

The focus on Professor Jones and CRU has been largely misplaced. On the accusations relating to Professor Jones’s refusal to share raw data and computer codes, the Committee considers that his actions were in line with common practice in the climate science community but that those practices need to change.

On the much cited phrases in the leaked e-mails—”trick” and “hiding the decline”—the Committee considers that they were colloquial terms used in private e-mails and the balance of evidence is that they were not part of a systematic attempt to mislead.

Insofar as the Committee was able to consider accusations of dishonesty against CRU, the Committee considers that there is no case to answer.

The report calls for greater transparency and availability of climate data. Committee chairman Phil Willis said:

What this inquiry revealed was that climate scientists need to take steps to make available all the data that support their work and full methodological workings, including their computer codes. Had both been available, many of the problems at CRU could have been avoided.

Prepare for a deluge of spin from the denialist camp: Benny Peiser, head of Lord Lawson’s shiny new British sceptic think tank (you may remember Lawson refusing to disclose his backers when questioned by the inquiry — so much for transparency) is already on the job, as the the Guardian discovered: “It doesn’t look like an even-handed and balanced assessment. It looks like an attempt to whitewash and I fear it will be perceived exactly as that. I fear this will backfire because people will not buy into it.” And of course Benny’s already out there doing his best to create that very perception. No “fear” involved, it’s the impression he wants to create.

There’s no doubt that in the last few months the PR war against action on climate change has been fierce — and effective. Three articles I’ve read in the last couple of days throw some light on what’s been going on, and are well worth a few moments of anyone’s time. The first, and by far the most eloquent, is Bill McKibben’s The attack on climate science is the O.J. moment of the 21st century. McKibben likens the tactics of OJ Simpson’s lawyers, confronted with a huge pile of evidence that their client was guilty to the campaign against climate science:

If anything, [OJ's lawyers] were actually helped by the mountain of evidence. If a haystack gets big enough, the odds only increase that there will be a few needles hidden inside. Whatever they managed to find, they made the most of: In closing arguments, for instance, Cochran compared [LA detective Mark] Fuhrman to Adolf Hitler and called him “a genocidal racist, a perjurer, America’s worst nightmare, and the personification of evil.” His only real audience was the jury, many of whom had good reason to dislike the Los Angeles Police Department, but the team managed to instil considerable doubt in lots of Americans tuning in on TV as well. That’s what happens when you spend week after week dwelling on the cracks in a case, no matter how small they may be.

McKibben suggests that CRU head Phil Jones has been cast in the Fuhrman role, taking the full force of the attack. This personalisation of the process is exemplified by the McCarthy-like tactics of US senator James Inhofe, who has just released a report calling for investigations and prosecutions of leading climate scientists. Because they can’t change the evidence, however hard they try, they are reduced to shooting the messenger…

The robustness of the case for action is underlined in the new statement on climate science from NZ PM John Key’s science adviser Sir Peter Gluckman, Climate change and the scientific process, but Gluckman is also realistic about the difficulty of making policy in this area.

Although the risk to our future of not acting now is real, the scientific community has had and is having difficulty communicating both its uncertainty and the absolute need for action simultaneously. [...] The ensuing political and economic debate on how best to respond to climate change should not be used as an excuse to gamble the planet’s future against the overwhelming evidence that humans are contributing to the world warming at an unsafe rate. The basic principle is no different to risk management in any other sphere of life.

The “debate”, such as it is, is not about the science. McKibben again:

…it’s a mistake to concentrate solely on the science for another reason. Science may be what we know about the world, but politics is how we feel about the world. And feelings count at least as much as knowledge. Especially when those feelings are valid. People are getting ripped off. They are powerless against large forces that are, at the moment, beyond their control. Anger is justified.

Feelings can do more: they condition the way the think about things. This recent National Public Radio story, headlined Belief in climate change hinges on worldview explains the work of The Cultural Cognition Project:

To social scientist and lawyer Don Braman, it’s not surprising that two people can disagree so strongly over science. Braman is on the faculty at George Washington University and part of The Cultural Cognition Project, a group of scholars who study how cultural values shape public perceptions and policy beliefs. “People tend to conform their factual beliefs to ones that are consistent with their cultural outlook, their world view,” Braman says.

“Basically the reason that people react in a close-minded way to information is that the implications of it threaten their values,” says Dan Kahan, a law professor at Yale University and a member of The Cultural Cognition Project.

Kahan says people test new information against their preexisting view of how the world should work.

“If the implication, the outcome, can affirm your values, you think about it in a much more open-minded way,” he says.

And if the information doesn’t, you tend to reject it.

This is what is happening with climate change. The polarisation is all too obvious in the blogosphere and the wider media. The CCP has also identified what it calls the “messenger effect” — where people tend to believe information if it comes from people like themselves. In the climate “debate” this becomes a vicious, inward-looking circle, with sceptic and crank arguments endlessly recirculating around blogs, boards and mailing lists.

All of these articles illuminate one central truth: all the noise about emails, IPCC “errors” and crooked scientists has absolutely nothing to do with the underlying science. Those who want to delay action on climate change have no hope of dismantling what McKibben calls the haystack of evidence, they can only pretend that finding a needle means the thing is not made of hay. But they can change the politics — the willingness of politicians the world over to take firm action now.

The answer, if it can be found, will not come from climate scientists. They need to do what they do best — study the planet in all its complexity, define and delineate the implications of what we’re doing to it. But we should not expect them to win hearts and minds, to build a global public consensus on the need for urgent action. That’s a matter for politics, not science. The lead has to come from elsewhere. My own suspicion is that nothing much will get done until the damage from change becomes too great to ignore — and I found an eery echo of that fear in my morning paper, in a story lifted from the Times about a new British report on likely land use changes in the UK over the coming century. One scenario considered is described thus:

Mass migration northwards to new towns in Scotland, Wales and northeast England may be needed to cope with climate change and water shortages in the South East, according to an apocalyptic vision set out by the Government Office for Science. [...] In the most extreme scenario, world leaders hold an emergency summit in 2014 when it becomes clear that the impacts of climate change are going to be far worse and happen much sooner than previously envisaged.

The sad fact is that if we wait until the damage is too obvious to ignore, it will be too late to stop much worse impacts in future decades. McKibben says we need courage and hope. But we also need leaders who are prepared to take the evidence and act on it — and who will not be swayed by the denialist noise campaign. They need to recognise empty vessels when they see them.
